Peace Corps were created on March 1, 1961 by a presidential decree and the president at the time was John F. Kennedy. It was the beginning of his term - he created the Peace Corps very early during his work as the President.
He suggested forming Peace Corps already before, in a speech in 1960 at the University of Michigan.
