4 + (-3) -2 × (-6)
4 + -3 = 1        +     -2 x -6 = 12

1 + 12 = 13

therefore, 13 is the correct answer.

we have the rule, first we do multiplication and division, then addition and subtraction
So that we have 4+(-3) - 2x(-6)= (4-3)+ 12= 1+12=13
