In human history, why was waste disposal not a problem before the growth of permanent cities?

We produce a lot more garbage in the wasteful cities and you can't just leave everything there.

The concentration of people was much lower before permanent cities not to mention that  we were nomads so if a place got polluted tribes simply moved on.
