It means that there's four possible answers. 10 and 80, 20 and 70, 30 and 60, 40 and 50. a+b means the sum of the two parts (Example: 20+70). The last part is if a is 40 degrees bigger than b. (Example: a is 70 while b is 20. A is 50 degrees bigger than b).
