There are three steps:
1. Congress appoints a governor, secretary, and 3 judges for the territory.
2. 5,000 free male inhabitants move into territory. The people elect a legislature and nonvoting delegates to Congress.
3. When the territory has a population of at least 60,000 free male inhabitants, all they had to do was to apply to become a state.
