Set up proportions for the problem:

1 pound                 4.5 pounds
________     x     ___________

16 ounces                 x ounces

Cross multiply and solve for x.

x= 16 x 4.5
x= 72 ounces

So false, the recipe would call for 72 ounces of rice.
